Under the direction and supervision of the Executive Director, the Director of Recreation is responsible for leading a team of employees in planning, organizing, and supervising dynamic and comprehensive community-based recreation programs serving all age groups and a wide scope of interests. The Director of Recreation is responsible for selecting, training, and leading highly motivated employees who are committed to striving for the highest level of customer satisfaction.  

 
QUALIFICATIONS
  • Education/Experience – Bachelor’s degree in Parks and Recreation Administration, or related field is required. A minimum of five years of supervisory responsibility in the field of public parks and recreation is also required.
  • Skills/Competencies: Must be able to interpret community needs and interests, as well as possess the ability to grasp ideas and concepts, and analyze and implement them. Excellent programming and communication skills are essential; Must be highly organized and at the same time be creative and flexible; Must possess the ability to promote and maintain high morale and enthusiasm within the department and throughout the Park District; The Director of Recreation must possess the ability to maintain positive and effective working relationships with Board members, employees, cooperating agencies, vendors, and customers. A thorough knowledge of the philosophy of public recreation and park management and the ability to communicate this to others is required. A proven background in facility management, recreation programming, human resource development, financial management and marketing is required.
  • License/Certifications:  Certification with the National Recreation and Parks Association (CPRP) is required. Must have a valid driver’s license. CPR, AED and first aid certification required within 90 days and must be maintained.
 
ESSENTIAL FUNCTIONS OF THE JOB
  1. Develop and oversee the annual budget for all recreation activities in accordance with “categories of services” as well as “fund balance policy.”
  2. Develop and lead a highly effective team of employees through proper recruiting, hiring, training, coaching, empowerment, delegation, motivation, and recognition.
  3. Oversee the operations at all community centers and fitness centers to ensure space is utilized efficiently and effectively.
  4. Grow program offerings, revenues and participation for Park District recreation programs.
  5. Study trends in the field of recreation and assess community needs to develop creative, balanced recreation activities.
  6. Develop a culture of innovation within the department.
  7. Develop and maintain a high level of customer service based on Park District’s Core Values SOFIE (Service, Ownership, Fun, Inclusion and Excellence) and ensure that they are practiced throughout facilities and programs.
  8. Develop and administer a department orientation program, in-service training and staff development that fosters highly motivated employees who are committed to striving for total customer satisfaction.
  9. Assure an equitable distribution of work related responsibilities amongst team members.
  10. Conduct and/or coordinate written performance appraisals on all departmental employees.
  11. Annually review all program fees in accordance with Park District policy.
  12. Apply and administer personnel policies and procedures on a fair and equitable basis.
  13. Implement a program evaluation process for every program offered by the department.
  14. Prepare monthly Recreation Department reports for Board meeting updating the Board on pertinent information on the department’s operations.
  15. Monitor monthly budget reports and report deviations to Executive Director.
  16. Develop annual challenging departmental goals and objectives and monitor them regularly for successful completion.
  17. Coordinate departmental bidding specifications.
  18. Oversee scholarship requests.
  19. Respond to citizen inquiries and/or complaints promptly and professionally.
  20. Work closely with the Marketing Department to ensure effective marketing and communication for all recreation programs and facilities.
  21. Coordinate submission of program information materials to ensure timely distribution of program brochures and fliers.
  22. Work closely with the Business Services Department to ensure effective registration process for recreation programs.
  23. Work closely with the Director of Business Services to study and evaluate budget and program statistics to ensure a financially stable recreation operation.
  24. Work closely with the Director of Parks and Planning to assure that assignments necessary to the conduct of recreation programs or facility maintenance are carried out timely and effectively.
  25. Maximize the use of Park District, school districts and other community facilities. Assure high maintenance, cleanliness and safety standards at all facilities.
  26. Develop positive working relationships with counterparts at other local government agencies to ensure collaboration on facility use and program offerings.
  27. Establish and maintain effective relationships with all Park District-sponsored and affiliated groups.
  28. Oversee the Recreation Department internship program.
  29. Collaborate with other agencies, public and private, in developing cooperative programs to avoid duplication.
  30. Perform special projects as assigned by the Executive Director.
 ADDITIONAL DUTIES AND RESPONSIBILITIES
  1. Serve on internal committees as assigned.
  2. Serve on external committees as assigned.
  3. In the absence of the Executive Director, perform duties as assigned by Executive Director.
  4. Always provide excellent customer service to both internal and external customers.
 
PHYSICAL DEMANDS 
The physical demands of this position are minimal.  Most of your job will be at a desk or on site for program or event delivery.  Occasionally movement of supplies, equipment, or uniforms is necessary in which case the maximum weight that you are expected to be able to lift is 25 lbs., though typically it will be less than this.  Some bending, twisting, and kneeling may be necessary at your desk or in support of certain recreation programs/events.


HOURS, COMPENSATION, AND BENEFITS 
  • This is an administrative, full-time, exempt position with a minimum of 40 hours per week.
  • Full Salary Range is $83,233 - $154,575. Starting salary will be commensurate with the qualifications and experience of the candidate.

JOB SUMMARY FOR HORTICULTURE & GROUNDS:
The Maintenance Level II- employee will possess the necessary and relative knowledge to be sufficiently skilled to perform a wide variety of maintenance tasks without supervision. Must be able to supervise part-time staff and some full-time staff. This is an at-will position.
 
PRIMARY DUTIES
Horticulture
  • Landscape – installation and maintenance of trees, shrubs, & landscape beds. Apply fertilizers & herbicides as required
  • Native Areas – maintenance of prairies, woodlands, wetlands and trails
  • Ponds – maintain shorelines and aquatic vegetation
  • Irrigation – maintenance & repair of irrigation systems
  • Tree work – installation, removal and pruning as required
 
Grounds
  • Asphalt work-maintain all Park District parking lots/fries including asphalt repairs, car stops, litter and sweeping
  • Signage-install and maintain Park District signage
  • Fencing-install and maintain Park District fencing
  • Drainage-installation and maintenance of above and below ground drainage
  • Snow Removal-remove snow from parking lots, sidewalks, and pathways throughout the 
  • Park District as required
 
General
  • Ability to operate tractors, skid loaders, trucks, mowers, and various hand tools including chainsaws.  Be responsible for proper adjustments of equipment to accomplish tasks as required
  • Mowing and trimming using tractors, hand mowers and trimmers
  • Assist with special event set-up, operation and clean-up as required
  • Light construction – carpentry, concrete and plumbing
  • Removal of garbage and litter from park areas

QUALIFICATIONS 
  • High School graduate or equivalent
  • Must be at least 18 years of age or older
  • Must have a minimum of 2 years’ experience in a park maintenance or related field
  • Must be able to obtain an Illinois Pesticide Operator’s License and have prior experience in parks maintenance
  • Must have knowledge of native plant material and native area maintenance preferred
  • Must have a valid Driver’s License and be able to provide own transportation
 
SCHEDULE & PAY
This is a Full-Time, FLSA Non-Exempt position.  Hours are Monday-Friday, 7:00AM – 3:30PM (40 hours per week with nights and weekends as needed, including an on-call schedule).  Hiring Range is $20.00 - $23.00 per hour, DOQ.

Job Summary
Under the direction and supervision of the Parks Manager, the Horticulture Supervisor is responsible for supervising and leading part-time and seasonal staff, and performing a variety of horticulture, forestry, park maintenance, and recreation support activities. This is a hands-on position with a majority of time to be spent working in the field. The Horticulture Supervisor is on-call as needed, with overtime, nights and weekends required as-needed. This is an at-will position.

Qualifications/Education
  • Must have a high school diploma or equivalent.
  • Preference given to candidates with an Associate’s Degree in Turf Management, Horticulture, Urban Forestry or a related field.

  • Employee must establish, support and maintain collaborative efforts with internal and external customers and organizations.

  • Employee is responsible for the operation and preventative maintenance of Park District vehicles, tractors, grounds equipment and implements and ensuring it is performed and reported. The maintenance may include, but is not limited to washing, checking fluids and any other maintenance as needed.
  • Employee is responsible for inventory, preventative maintenance, and repair requests for all equipment and vehicles assigned to the Horticulture department.
  • Employee is responsible for inventories and keeping updates for the plant material in all parks as to location, type, size and health.
  • Employee must be skilled in landscape maintenance and arboriculture, and perform, train, and supervise tree removal, tree pruning, stump removal, tree chipping, tree risk assessments, and other tasks as assigned.
  • Employee must develop a landscape budget and review and approve landscape invoices.
  • Employee must design, select, budget, propose, and procure all planting material throughout the District based on each park’s unique needs.
  • Employee must work with and oversee contracted maintenance for items that are not performed in-house, including work pertaining to trees, landscaping, ponds, and construction.
  • Employee must operate snow removal equipment on District roads, parking lots and common sidewalks. Snow removal schedules vary, but often include required early morning, late night, and weekend shifts.
  • Employee must maintain a pro-active approach to safety and risk management and perform all job tasks within the rules and guidelines of the Streamwood Park District’s safety program and manual.
  • Employee must be able to regularly lift and/or move up to fifty (50) pounds.

Secondary Duties & Responsibilities

Overview:
Under the direct supervision of the Customer Service Manager, the Customer Service Specialist provides and models excellent customer service standards as well as performs a variety of technical, clerical, administrative, and customer service functions relating to program registration, membership sales, facility rentals, program communication, and facility service-desk duties.

Essential Duties and Responsibilities:
  1. Serve as point of contact in absence of the Customer Service Manager.
  2. Provide feedback regarding the performance of Customer Service Associate I and Customer Service Associate II staff to the manager.
  3. Identify, coordinate and provide ongoing staff training and development opportunities with the Customer Service Manager for Customer Service Associate I and Customer Service Associate II staff.
  4. When at the customer service desk at all locations, cultivate and maintain a culture that emphasizes customer service excellence.
  5. Assist customers on the phone, in person, and in written form with all processes and questions providing an exceptional customer service experience and promoting Park District services and facilities.
  6. Assist customers with and complete all necessary phases of activity registration, facility booking, membership sales and point of sale transactions.
  7. Respond to internal customer inquiries and requests for information. Maintain open communication with all District staff members.
  8. Successfully balance receipts, reconcile transactions and prepare daily bank deposits.
  9. Inform participants of waitlist availability, class cancellations or changes via phone and email.
  10. Assist customers with facility rentals and process application permits according to District, department and General Use Ordinance procedures.
  11. Coordinate and administer the rental program, open gym program and memberships.
  12. Assist with administering the fee assistance program, monitoring email, Community Event Sign scheduling, inclusion aide requests,
    customer surveys and special events.
  13. Ensure confidential use of customer information, including credit card transactions and household account information.
  14. Develop and demonstrate expertise with all software packages, processes and procedures necessary for daily department operations. Successfully operate multiple computer software packages simultaneously in order to assist customers.
  15. Comply with District financial policies. Monitor and report office supply needs with the Customer Service Manager.
  16. Establish and maintain a positive working relationship with residents, customers, vendors, community partners and co-workers.
  17. Act as a resource agent for community by taking initiative to seek and share information.
  18. Follow and model compliance with all District, State, Federal and departmental safety and risk management, personnel, administrative policies and procedures, ordinances and regulations.
  19. Maintain a proactive approach to safety and risk management. Report all accidents, incidents and unsafe conditions in a timely manner.
