Reports To: Superintendent of Finance and Human Resources
Supervisory Responsibility: Payroll and Human Resources Generalist
 
Essential Job Duties                                                                                                                                       
Employee Relations
  • Handle employee-related matters with fairness, consistency, discretion and confidentiality
  • Provide Internal customer service, answers questions from employees regarding human resource matters, policies and procedures.
  • Maintain respectful and responsible working relationships with all departments to enhance internal customer service and quality improvement.
  • Explain employment benefits and general terms and conditions of employment to new employees.
  • Responsible for the employee Wellness Program.
  • Work with supervisors on job postings, applicant screenings, employment offers and employment verification checks.
  • Maintain, administer and interpret the Park District’s human resource policies and procedures.
  • Schedules all interviews and conducts candidate screenings for the interview process.
  • Attend applicable recruitment events and opportunities.
Records, Reports and Meetings
  • Keep and maintain all full and part-time personnel files, tax forms, insurance elections, salary, changes along with health insurance reimbursement information.
  • Maintains On-Boarding and termination checklists and processes.
  • Maintain accurate records of full-time employee’s vacation, sick, and personal time.
  • Administer and ensure compliance of leave of absence programs.
  • Maintain and revise job descriptions, along full and part-time wage ranges.
  • Responsible for New Hire paperwork, E-verify, Background Checks, pre-employment testing and New Hire/Rehire paperwork, maintain files on employee benefits such as IMRF, medical, dental, and vision insurance.
  • Coordinate benefits administration to include open enrollment, change reporting, approving health and welfare benefit invoices for payment and communication benefits information to employees.
  • Maintain information on miscellaneous benefits such as credit union, 457 plans and AFLAC.
  • Plans, researches, develops compliance training for district staff, including orientation.
  • Manages pre-employment testing.
  • Develops full-time, part-time and seasonal training plans with appropriate supervisory staff for all authorized positions within the Park District.
  • Comply with all State and Federal laws pertaining to hiring process.
  • Manage unemployment claims in conjunction with Unemployment Consultants.
Payroll
  • Responsible for the oversight of the payroll process, Including time and attendance and HRIS software.
  • Verify and approve employee time and attendance on a bi-weekly process.  Complete the processing of the Park District’s payroll, editing a maintaining employee data and reviewing reports.
  • Maintain, update, and verify all employee voluntary and involuntary payroll deductions and expense amounts before submitting payroll.
  • Manage monthly and quarterly payroll reports and payments.
  • Oversees monthly/quarterly IDES wage New Hire reports monthly.
  • Update payroll system when new policies and/or benefits occur.
  • Manage and review year-end reporting and processing.
  • Understand and apply current laws to payroll processes and procedures.
  • Set-up and maintain parameter settings and job codes in payroll system.
Marginal Job Duties                                                                                                                                      
  • Assists with the Districts annual audit process.
  • Work to find ways to improve office procedures and efficiency.
  • Assists on special projects as needed.

Qualifications
Position Requirements                                                                                                                                 
Bachelor’s Degree in Human Resources, Business Administration or closely related field required.  A minimum of five years’ experience in the administration of human resource functions.  PHR, SPHR preferred.  Strong organizational skills management with attention to detail, along with excellent verbal and written communication skills are required.  Ability to follow direction and work independently.  Must have a valid Illinois Driver’s License and be able to provide own transportation.
Skills and Abilities
  • Demonstrate consistent attendance and on-time arrival.
  • A valid Illinois driver’s license is required.
  • Must be able to read, write and speak in English.
  • CPR/AED certification and Instructor preferred.
Compensation and Benefits
  • $75,000 - $85,000
